Ho Chi Minh City Police have arrested 49-year-old Ngo Anh Tuan on charges of fraud and misappropriation of property.
Tuan previously served as head of the management board of Apartment Complex 1050 in what was formerly Binh Thanh District.
According to investigators, in late 2019, a person looking to buy an apartment at the complex contacted Tuan.
Although he had no ownership or legal authority to sell the resettlement apartment, Tuan offered it for sale and reached an agreement with the buyer.
Tuan personally signed a deposit agreement and a sales contract. Trusting his position and the documents he provided, the buyer paid him more than VND 2.1 billion in several installments.
After receiving the money, Tuan handed over the apartment to the buyer and instructed them to complete authorization procedures involving two people who had been allocated the resettlement unit.
However, investigators determined that the apartment belonged to a housing fund managed by the former Binh Thanh District Public Service Company, and Tuan had no authority to sell it.
From 2022 to 2024, the buyer repeatedly asked Tuan to complete the procedures and provide the ownership certificate.
Ho Chi Minh detectives, Tuan allegedly gave various excuses and made promises but failed to fulfill them.
In October 2024, the management company discovered the unauthorized sale and repossessed the apartment. Tuan subsequently left his residence.
During the investigation, police also received complaints from several people who had previously lent money to Tuan but had not been repaid.
Ho Chi Minh City Police are expanding the investigation to verify other related cases and determine the responsibility of those involved.
