T.T.K.X. said the incident happened at noon on June 18. Taking advantage of the time she was on the phone, a man sneaked in, stole a total of 812 lottery tickets and then ran away.
After reporting, Ms. X. went to find the culprit herself, because if she could not find someone to compensate, she would have to pay more than 8 million VND.
This is a huge amount of money while her income is only about 6 million VND/month and she also has to support her family with two young children and elderly parents.
On the afternoon of June 19, she discovered a suspicious person at the gate of Cho Lon Bus Station. However, this man did not carry any lottery tickets and showed signs of mental instability.
The local police have invited his relatives to work. His family is in difficult circumstances and does not have the capacity to compensate
The investigation agency is waiting for the results of a psychiatric examination of the suspect; if his mental state is not stable, he may be exempted from criminal liability under Article 21 of the Penal Code.
The authorities are urgently clarifying the motive, behavior and providing appropriate handling directions.
